Some Ukrainians may not pay utility bills at all: lawyer reveals details.


Debt for utility services in temporarily occupied territories depends on various factors and can be resolved in different ways. This was stated by Anna Daniel, head of the law office 'Anna Daniel', in a comment for 'Channel 24'.
If utility services are not supplied in the occupied territories due to infrastructure destruction or lack of control by Ukrainian authorities, then the debt may not be charged or may be suspended. But this depends on the specific circumstances and the condition of the infrastructure.
'If the property is located in the occupied territory, then the debt for the provision of utility services may not be charged. Moreover, there is a possibility that various utilities will not be supplied at all,' said lawyer Stanislav Liflyanchik.
Lawyers point out that in the temporarily occupied territories, Ukrainian legislation does not fully operate, which complicates the process of charging debt for utility services. If these areas are under the control of the occupying authorities, a new system of utility payments may be introduced, making the issue of charging debts even more complicated from a legal point of view.
It is also worth noting that Ukrainians who have housing in temporarily occupied territories or in areas with armed conflict, but do not reside there for these reasons, must provide the utility supplier with a certificate of internally displaced persons or another document confirming their absence from their place of residence.
In Ukraine, there are mechanisms to protect the rights of citizens residing in occupied territories. The state may offer various ways to resolve the issue of non-payment for utility services, such as providing benefits, deferrals, and restructuring debts.
Experts also warn that if the company providing utility services continues its commercial activity in the temporarily occupied territory, it may be considered a criminal offense.
