The General Staff made a radical decision regarding the TCC: who will be sent to the front.

Verification of staffing with military experience
The Commander-in-Chief of the Armed Forces of Ukraine has begun a large-scale verification of the staffing of territorial recruitment and social support centers (TCC and SP) with personnel who have combat experience.
Military personnel who do not have combat experience and have no health restrictions will be sent to units performing tasks in combat zones. Those positions will be filled by military personnel who have been injured or concussed and cannot perform duties in combat units due to their health condition.
In this process, one of the deputies of the Chief of the General Staff of the Armed Forces of Ukraine has taken overall coordination. These measures are aimed at improving the quality of TCC work and ensuring the principles of social justice, which will contribute to strengthening the fighting spirit and mutual respect of military collectives.
Results of the verification
Currently, almost 70% of military personnel at territorial recruitment centers have combat experience. Also, half of the personnel of the TCC and SP consists of military personnel who have been injured or concussed. The structure also employs 20% of civilian personnel - employees of the Armed Forces of Ukraine.
Improvement of staffing and social support
From 2022 to 2025, there will be a complete rotation of the heads of all territorial recruitment centers. Changes have also been made to the work of military enlistment offices, in particular, the number of social work positions has increased, the system of moral and psychological support has been reformed, and the registration systems for conscripts, reservists, and reservists have been improved, and a legal service has been introduced.
Measures to improve the work of territorial recruitment and social support centers will continue.
