The Ministry of Defense is introducing a new reform of military medical commissions
Deputy Minister of Defense of Ukraine Kateryna Chernohorenko announced readiness to launch a new reform of military medical commissions (VLC) aimed at combating corruption. She noted that the existing VLC system created opportunities for abuses, so the new model should address this issue. Key changes include separating the medical and administrative components of the VLC, implementing digital data exchange, and abandoning the territorial principle.
"The main reason for corruption was the monopoly of the commissions, where doctors and military personnel were combined in one place, creating many opportunities for abuses,"- emphasized Chernohorenko.
According to the new approach, doctors will store data in the electronic healthcare system, and the commission will make decisions about the suitability of the conscript without a direct examination. This is intended to prevent the falsification of results and ensure greater transparency. An electronic data exchange and control checks are also planned to avoid possible manipulations.
"This approach is fairer and more transparent,"- noted Chernohorenko.
It is expected that the new law on VLC will be adopted in mid-June, which will facilitate data exchange between medical institutions and the 'Oberih' registry, regardless of the registration location of the conscripts. The reform is aimed at improving the process of determining citizens' readiness for military service and preventing corruption in the defense sector.
