You can't count on Zelensky's thousand: lawyer explained what's wrong with the National cashback.

Lawyer Alisa Konstantin explained that there are problems with the "National cashback" program and explained why you cannot get the full cashback amount.

In Ukraine, a test program "National cashback" started on September 2, which is available through banks. President Zelensky also plans to allocate one thousand hryvnias to this card.

The lawyer noted that the funds returned in the form of cashback are also subject to taxation, and the tax service will get more information about the accounts of the program participants.

To participate, consumers need to join the program through their bank and link a bank card.

The "National cashback" program is available through the following banks: Privatbank, SenseBank, PUMB, A-bank, Globus, Ukrsibbank, Accordbank.

National cashback is provided for the purchase of goods from Ukrainian manufacturers participating in the program. The maximum cashback amount is limited to 3 thousand hryvnias per month.

The accumulated funds will be transferred to the card by the 20th of the next month. Cashback accrued in September will be available until October 20. Cash cannot be withdrawn from the account where cashback is accrued. Funds accrued in 2024 can be used until January 31, 2025.

The funds received for participating in the "National cashback" program can be spent on utilities, transport, treatment, mobile communication, sports, cinema, donations to the Armed Forces and military bonds.

The "National cashback" program is subject to taxation. According to the Tax Code, cashback is considered income, so a tax on individual income and a military fee are charged. Considering the increase in the military fee to 5% from September, the tax will be 1% + 5% = 23%. Therefore, each participant in the "National cashback" program will receive less money than expected.

The lawyer drew attention to the fact that to participate in the program, it is necessary to provide access to all card transactions, so the tax service will have information not only about the operations of the "National cashback" program but also about other operations.

The lawyer stressed that this violates the constitutional rights of citizens, as it allows illegal interference in private life and prosecution for financial activity.
